This study investigates the current state and proposes management solutions for professional English competency training activiries for preschool teachers in Ho Chi Minh City, ensuring compliance with Circular No. 50/2020/TT-BGDĐT. Through the lens of educational management science combined with four decades of practical experience, the author clearly delineates the structure of preschool teachers' English proficiency and identifies systemic “bottlenecks” in current training practices, such as standardization, superficiality, and regional polarization between urban and suburban areas. On this basis, the study proposes a synchronized system of comprehensive management solutions ranging from the macro to micro levels. These strategies are grounded in the philosophy of “tailoring” competence and the creation of intrinsic motivation to standardize the teaching workforce in this special municipality.
