Nghiên cứu thực trạng và đề xuất giải pháp quản lý hoạt động bồi dưỡng năng lực tiếng Anh nghề nghiệp cho giáo viên mầm non tại Thành phố Hồ Chí Minh đáp ứng yêu cầu của Thông tư số 50/2020/TT-BGDĐT. Dưới lăng kính khoa học quản lý giáo dục kết hợp với kinh nghiệm thực tiễn bốn thập kỷ, tác giả phân định rõ cấu trúc năng lực tiếng Anh của giáo viên mầm non, đồng thời chỉ ra các “điểm nghẽn” mang tính hệ thống trong công tác bồi dưỡng hiện nay (sự cào bằng, tính hình thức, sự phân hóa vùng miền, nội - ngoại thành). Từ đó, nghiên cứu đề xuất hệ thống giải pháp quản lý đồng bộ từ cấp vĩ mô đến vi mô dựa trên triết lý “may đo” năng lực và kiến tạo động lực nội sinh, nhằm chuẩn hóa đội ngũ giáo viên tại đô thị đặc biệt này.
ABSTRACT
This study investigates the current state and proposes management solutions for professional English competency training activities for preschool teachers in Ho Chi Minh City, ensuring compliance with Circular No. 50/2020/TT-BGDĐT. Through the lens of educational management science combined with four decades of practical experience, the author clearly delineates the structure of preschool teachers' English proficiency and identifies systemic “bottlenecks” in current training practices, such as standardization, superficiality, and regional polarization between urban and suburban areas. On this basis, the study proposes a synchronized system of comprehensive management solutions ranging from the macro to micro levels. These strategies are grounded in the philosophy of "tailoring" competence and the creation of intrinsic motivation to standardize the teaching workforce in this special urban area.
