ABSTRACT
This study examines the role of digital transformation in circular economy development in post-merger Vinh Long Province. Using a qualitative design, the study analyses policy documents and secondary data for the 2020 - 2025 period from the former Vinh Long, Ben Tre and Tra Vinh provinces through three analytical lenses: value chains, circularity principles and digital capacity. Documents were screened according to their official status, verifiability and direct relevance, while the data were cross-checked and standardised before analysis. The findings indicate that the province has established foundations in production zones, cooperatives, growing-area codes, quality standards, OCOP products, e-commerce and agro-processing. However, data remain fragmented, traceability mainly serves product identification, and by-product collection and reuse have not yet developed into integrated value chains at scale. The study proposes a “Digital Data - Green Chains - Circular Value” framework, in which digital data support governance and transparency, green chains coordinate multiple actors, and circular value is assessed through resource efficiency, emission reductions and value added. The study contributes an integrated framework tailored to the post-merger provincial context and suggests indicators for piloting the model in coconut, rice, fruit, aquaculture and OCOP value chains.
