Abstract
Higher education cooperation between Vietnam and Laos is a strategic pillar of the bilateral relationship, contributing significantly to human resource development for Laos and enhancing the internationalization of Vietnamese higher education. However, the management of these activities at the institutional level still faces numerous challenges. This article employs a qualitative case study method, through document analysis and synthesis of practical experience, to examine the current state of management of training programs for Lao students at several Vietnamese universities. The study highlights achievements in policy and diplomacy while deeply analyzing systemic limitations related to strategy, personnel capacity, coordination mechanisms, and student support systems. Based on these findings, the article proposes a comprehensive set of management solutions aimed at shifting the mindset from reactive to strategic, thereby improving the effectiveness and sustainability of cooperation activities.Downloads
